When youth speak, systems listen. Here’s how we’re making it happen.
YAAB youth leaders across Tennessee have identified key advocacy priorities: expanding the federal definition of homelessness to include youth who are doubled up or couch-surfing; increasing funding for youth-specific housing and services; extending foster care support beyond age 18; improving access to mental health and substance use treatment; and ensuring youth voice in all policy decisions affecting young people experiencing homelessness.
Homeless Children and Youth Act (HCYA)
Would align HUD’s definition of homelessness with broader definitions used by nine other federal programs — ensuring youth who are couch-surfing or in motels qualify for HUD-funded assistance. This bipartisan legislation has significant support.
At the state level, Tennessee YAAB members advocate for increased funding for youth homeless services, protections for unaccompanied youth, and policies supporting successful transition out of foster care.
Youth voices are most powerful when shared directly. YAAB members share experiences in legislative settings, community forums, and with policymakers to put a human face on youth homelessness and advocate for real change.
